Minutes of the WUSB – Delegates Meeting

On March 30, 2007 in Donovaly (Slovakia)

 

 

Opening of meeting:  9:15 AM

Meeting conclusion: 12:30 PM

 

1.  Greeting and determination of the number of delegates:

The Vice-President, Christian Tessier, greets the attending delegates and guests in the French language.  He thanks the Slovakian Club as well as the countless helpers for their preparation of the WUSB – weekend.  He further regrets the absence of President Wolfgang Ketzler.  The President could not participate neither in the delegate’s meeting nor the show due to professional reasons.   The Vice-President also states that this years meeting will be led by Secretary, Annegret Splinter, due to language reasons.  Christian Tessier wishes all attending a pleasant weekend and relinquishes the leadership of the meeting to Annegret Splinter.

 

Annegret Splinter greets all the people present from near and far.  This also is done in place of the absent President.  She determines that the invitations were in order and the meeting is official.  A big Thank You to the Slovakian Club which volunteered to host and organize the WUSB 2007.  She wishes all participants a wonderful weekend among like-minded in the mountains of Slovakia.

 

According to the attendance list there are 25 delegates eligible to vote.

 

2.  Words of welcome by the President of the “Slovakian St. Bernard Clubs”:

Vladimir Klacan greets all delegates and guests present and declares his great joy in hosting this year’s WUSB – Show in Donovaly.  He gives an overview of the short history of the Slovakian club.  In the name of the members of the Slovakian club he thanks all for their participation in the WUSB and wishes all St. Bernard friends a pleasant weekend.

 

3.   Information about the WUSB – Show 2007 by the Slovakian Club:

The president, as well as the secretary, of the Slovakian club, give those present an overview of the activities for the WUSB-weekend.  They inform us where the show will take place and where the festive evening will be.  In addition, other people who were part of the organizing committee were introduced.  Further it was announced that 143 dogs, from 17 different countries, were entered in the show.

 

4.       Brief Information by the Luxembourg Club about the WUSB – Show 2008,

      and the election of 7 judges.

 

 The presiding official informs the meeting attendees about various information

 concerning next year’s WUSB show in Luxemburg.  Regretfully, the President of the

 Luxemburg club, Jean Prim, who is also a member of the WUSB board, could not

 participate in Donovaly, due to show obligations to further his judging eligibility.  The

WUSB event will take place on the weekend of May 4th & 5th, 2008 in Grevenmacher on the Mosel.  The Luxembourg club will celebrate its 15 year anniversary next year and is already joyfully looking forward to an enthusiastic participation in the planned events.  Further information will be made available to the clubs shortly.  Info is also available at www.wusb.de

The assembly had no objection that 2 judges from Germany were candidates.

 

5.       Minutes 2006:  The minutes were accepted without objection.

 

 Board Reports:

 

  President:

  The president’s report was read to the assembly in both the German and English

   language and was considered.  The report is an intrigal part of the minutes and

   can be found as an attachment.

 

   Vice President:  Nothing noteworthy

   

   1st. Secretary

    The first Secretary apologizes for the somewhat late 2006 minutes.  The compiling

    of the minutes could not happen sooner due to private, as well as professional  

    reasons.  Annegret Splinter prefers email correspondence and therefore asks for

    notifications if there is email address changes.  Also any changes in club boards

    should be forwarded to her.

 

     Treasurer

     The Treasurer, Reto Wiederkehr, gives the actual balance of the WUSB.  He

      further informs those present that there are no major problems with the payment

      of membership dues.  He asks, however, that payment obligations to the WUSB

      are made quicker and especially without written reminders.  The payment of the

      dues are expected in a prompt manner.

 

     Editor “Barry International”

     Kari Augestad, representing Jan van de Belt, reports that in the meantime the last

     edition of the “Barry International” has been distributed.  The publication “Barry

     International” appears from now on only on the Internet.

    7.  Appointment of an election official for the election of a 3rd Secretary 

         (Translations in German and English)

     It is well known that at the last delegates meeting the 3rd. Secretary could not be

     Elected.  This was due to lack of candidates.  This time there was also no one

     who volunteered; so the presiding official asked the attending Horst Vogel if he

     would be willing to take the vacancy on the WUSB Board.  Horst Vogel is in

     command of the German language due to his background and he is also fluent in

     the English language.  He lives in America and has been associated with the

     Swiss National Dog for many years.  After a short discussion he declares himself

     willing to be a candidate for election.  Since there was no opposing candidate the

     necessity for an election official was wavered.  The delegates elected Horst

     Vogel unanimously, 3rd Secretary.  With this election the board is complete.

 

8.       Information from Member countries:  No reports

       

9.      Commission of the board to conclude a co-operations contract with the

      FCI.

For a period of time the board has attempted to conduct a so-called co-operations contract with the FCI.  Preliminary contacts have taken place between President Wolfgang Ketzler and the FCI.  As of today the WUSB is an organization not recognized by the FCI.  The board considers the conclusion of the contract as smart and advantageous.  Under what conditions this contract can be concluded cannot be definitely determined at this time.  The presiding official said that most likely the show regulations would have to be adjusted.  The FCI, for instance, does not permit the evaluation of dogs by two judges in the same ring.  Mrs. Splinter states that the values of the WUSB must be maintained and if the FCI demands conditions that are not in line with the values of the WUSB or demands massive concessions by the WUSB this will be presented again, before conclusion, to the delegates for their evaluation.  After a short discussion the delegates charged the board with the conclusion of the contract with the FCI.  Further, those present were in agreement that point 4 of the show regulations could be adjusted so that in future only one judge evaluates dogs/ring.  If there are other points of essential importance to the WUSB that would have to be adjusted, these points would be presented at the delegates meeting for a conclusive evaluation.

 

10.  Application of the “South English St. Bernard Club” for acceptance in

      the WUSB:

 

 Since the National English St. Bernard Club withdrew from the WUSB two years ago, due to financial reasons, the “South English St. Bernard Club” has applied for membership in the WUSB.  In the meantime however, the National English St. Bernard Club wants to become part of the WUSB again and has applied for re-admission.  Due to this development the representative of the “South England St. Bernard Club” withdrew his club’s application.  The delegates have therefore only to determine the membership of the English St. Bernard Club.

 

The presiding official, in the name of the board members present, makes a statement about the application of the English club.  A look at the statutes of the WUSB has shown that the admissions application of the English St. Bernard Club is not in absolute compliance with Article 8.  This article states that the umbrella organization of the member club is recognized by the FCI.  The board members present are of the mind that this condition is not fulfilled by the National English St. Bernard Club.  The presiding official does not want to bring this to a vote without consulting with the President.  The assembly as well as the representative of the English Club are in agreement, that the application should be discussed with the President and the following year, at the delegate’s meeting, it will be addressed and conclusively evaluated.

 

11.  Application for membership into the WUSB by the St. Bernard Club

      of Latvia:

The representatives from Latvia informed the assembly about important aspects of their country.  Those present also received an overview of the still short history of the Latvian St. Bernard Club.  After a multi-lingual presentation the delegates unanimously agreed to accept the Latvian St. Bernard Club into the WUSB.

 

12.  Various

The representative from the Danish club informs of a newly elected board.

  1. Greetings from the WUSB-President:

 

             Since the WUSB-President, Mr. Ketzler, was unable to participate in this

             year’s meeting, Mr. Tessier greeted the attending judges and guests and

             asked Mrs. Splinter to lead the meeting because of a language barrier.

      

 

  1. Greetings from the head of the Slovakian St. Bernard Club:

 

              The head of the Slovakian St. Bernard Club greets the participants and

              thanks them for coming.

 

 

  1. Greetings from the head-judge:

 

             The head-judge greets the judges present as well as the guests and

             presents a brief introduction to his country.  He regrets that no dogs from

             Germany or Switzerland were entered.

 

 

  1. Brief information about the WUSB Show 2007 and the elected judges

      for 2008:

 

      Since some WUSB judges had regrettably declined to judge with very short

      notice and the head-judge elected not to judge; there will only be 3 rings in

      tomorrow’s WUSB Show.

      Total entry: 143 dogs

                            38 longhair dogs (males)

                           53 longhair bitches

                           52 shorthair (dogs & bitches)

      The drawing on the day of the show resulted in Mrs. Augistad and Mr. Vogel

       judging longhair males, Mr. Schmid and Mr. Klyser judging longhair bitches,

       and Ms. Muggelton and Mr. Levente judging all shorthairs.

  1. Minutes of the last judges meeting in Epe 2006:

 

            There were no objections to the minutes of the judge’s meeting in the

            Netherlands.

 

 

  1. Information from member countries:

 

            Mrs. Splinter introduces Latvia as a new member of the WUSB to those

            Present.

 

 

  1. Presentation & Discussion:  A presentation of the Standard with

      Illustrations (Christian Tessier)

 

      An interesting presentation by Mr. Tessier supported by pictures, sketches

      and examples.

      All present received a handout of the presentation and since it was in French,

      German and English there was no language problem.

      A lively discussion about size and type followed.

 

 

  1. Various:

 

             Mrs. Splinter distributed a list of suggestions for the next judge’s meeting.

            Among others, a lecture about torsion and its prevention was suggested.  It

            was also suggested that the Standard be discussed in groups.

            Mrs. Splinter thanked everybody, especially Mrs. Augistad, Mrs. Basset and

            Mr. Vogel for the translation of the meeting, as well as all present for their

            attentiveness and lively participation during the meeting.
