1. Greeting

The WUSB-President, Mister Wolfgang Ketzler, opens the session and greets the present judges and guests.

2. Minutes of the last judges-meeting in Vejen

No objections are raised against the minutes of the last judge-meeting in Vejen/Danmark.

3. Current situation the standard-discussion

Roland Hans is asked by the judges-meeting to report on the current situation respecting the standard.

He reports, that the planned alterations exclusively consist of the improvement of some formulations, so that the standard becomes much clearer also for the allround-judges.

Single real alteration will be the description of the height.

Bitches: until now: 65 cm - new: 70 cm

Male dogs: until now: 70 cm - new: 75 cm (with tolerance in each case - 2 cm)

  1. Continuation of the teamwork taken place in Vejen

4.1 Description of single characteristics on the basis of photos through the judges after a point-system

Erika Janes hands out a working paper to the judges, in which were prepared drawings from the standard and a check list for the judgment.

The judges had to solve the problem to judge three different dogs on the basis of photos on transparency screened by overhead projector.

The dogs were each case to see in stand from the front, from the side and from the back. Furthermore, another photo of the teeth from each dog was with it.

The analysis took place after points, with which 10 were the maximum-score.

4.2 Discussion of the results

After each judge for itself had judged the dogs, the results were announced. The two judges with the highest and the lowest point-score gave their explanations of the judgment of the respective dog and put these to the discussion.

5. General Discussion

The single points were discussed extensively in the following discussion.

Generally this type of the terms of reference was assumed positively. The judges were of the opinion that such judgments and the following discussions over it can contribute much to an approach in reference on the judge-activity.

At the end, the WUSB-President thanks the judges and guests for the good cooperation and wishes all another good course of the more events.

1. Greeting and establishment of the count of delegates

Wolfgang Ketzler greets the present and expresses his joy that so many participants have found the way to Porto. He desires the event a good course. No questions are asked to the invitation.

The delegate-votes are announced: 24 present, from 17.15 o'clock: 26 present.

2. Minutes of Vejen

Roland Hans complains about the vote over the election of the show for Germany. This vote was not understood of some present. After short discussion, the delegates agreed, that the votes should be counted in future by a teller. Such misunderstoodings should be excluded with it. Otherwise, the minutes were passed by the delegates. Unanimously

3. Report of the president and review on the last year

Wolfgang Ketzler gives the meeting an overview over the activities of the WUSB in the last year.

Carlos da Silva thanks in the name of the Club Portugues do Cao de Sao Bernardo the numerous guests who have found the way to Porto and wishes all a beautiful weekend.

After it Wolfgang Ketzler reports on the many letters and also protests he has got.

Bram Vervoorn speaks about the establisjment of the North-South-forum. He sees this forum as rivalry to the WUSB and thinks that the WUSB " has been given a "kick". As a result, a longer discussion follows about the pros and cons of this forum. On inquiry, Roland Hans tries to explain the background, that has led to the establishment of the North-South-forum. He explains that Switzerland wants to take part in the breeding-esteem in Germany. Also Denmark and Italy want to try to undertake something in this direction. Roland Hans emphasizes several times that the forum doesn't want to work against the WUSB but supporting for the WUSB. Carlos da Silva proposes to establish working groups.

After detailed discussions about the pros and cons of the forum the delegates-meeting decides to wait one year and then to decide which effect the work of the forum has.

4. Reports of the secretary and the treasurer

Erika Janes thanks to the single clubs for the sending of their judges-listings. She gives the current list in circulation in order to write down any alterations. After it the count of members of the clubs are checked and corrected.

Roland Hans hands out the cash report. A discrepancy about Australia was removed since the money should be transferred to Germany. The cash report passes unanimously.

5. Report of the Switzerland about the current stand of the standard-revision

Roland Hans reports on the current situation respecting the standard. The only real alteration exists that new size-statements should be fixed for the dogs.

Until now: bitches 65 cm, male dogs 70 cm,

New: bitches 70 cm, male dogs 75 cm (tolerance downward 2 cm)

Otherwise, no factual alterations should be planned in the text. Only the mode of expression should become improved, so that also allround judges can interpret the standard without difficulties.

6. Debate about the reports and current situation in the WUSB and it's member-clubs

This point is dispensed with the discussions gone ahead. Wolfgang Ketzler asks the present to observe a minute's silence in memory for the deceased of the last year among others Mademoiselle C. Brault (F).

7. Election of two auditors according to. article. 21 of the new WUSB-Statutes

Proposed are:

1. Jan van de Belt (NL)

2. Christine Heide (A)

Both accept the election

Vote: unanimously

8. Membership-fees in Euro

Wolfgang Ketzler informs the delegates about the height of the membership-fees in Euro.

He does following suggestion: 2,00 DM = 1 Euro

until 250 club-members 200 DM = 100 Euro
251 to 500 " 350 DM = 175 Euro
501 to 750 " 450 DM = 225 Euro
751 to 1000 " 550 DM = 275 Euro
more than 1000 " 650 DM = 325 Euro

The delegates agree to the suggestion. Unanimously

9. Confirmation of the admission of the " English St. Bernard-club " as full-member

Since the English St. Bernard-club has participated from the beginning today takes place only a confirmation and not a new admission.

Roland Hans asks, which standard is used in England. Pat Muggleton explains that in England only the Kennel-Club decides over the standard. However simultaneously she points out that she judges as WUSB judge after the current FCI-Standard.

Wolfgang Ketzler points out it that the opening of the WUSB for the clubs from England and USA was already decided after detailed discussion in Zutphen. He is hopeful that the approach will develop further.

Vote-result: 18 pros. Proposition assumed

10. Establishment of the hip-x-raying in all member-clubs

How already presented extensively in the enclosure of the invitation, Wolfgang Ketzler recommends that the member-clubs should commit themselves to establish the hip x-raying within two years.

Lause Nielsen reports that in Denmark the x-raying will start in the year 2000. According to Karoly Kozma from Hungaries the x-raying there is prerequisite for the breeding. Kari Augestad explains the problems in Spain. There, the Kennel-Club doesn't play along. It exists the fear in the club to lose many members, because in Spain can be bred also without a club. Also in the USA, an establishment of the x-raying is not possible at the moment. X-raying was already established again in Switzerland. Mister Dr. King emphasizes, that one must have to the public arguments for healthy dog-breeding. Herma Broeckaert tells that the Belgian club not yet plays along because the umbrella organization also there doesn't stand behind. An active discussion results from it with the result that the single clubs try to establish the hip x-raying within the next two years.

11. Set up of a WUSB-breeding-committee

Like in the enclosure of the invitation already explained, Wolfgang Ketzler recommends to establish a working group, that consists from breeding responsibles or from board members of the clubs, in order to clarify questions be waiting for discussion regarding the breeding.

Bram Vervoorn proposes that one should let work the established North-South-forum first for a while. In the next year, then one should tell about this. He proposes the motion to adjourn the point until the next year.

Vote-result: 24 yes, 1 abstention

12. Placing of the WUSB-Show 2002

The clubs from Belgium, Hungaries and the Czech republic apply for the organization of the WUSB-Show in the year 2002.

These 3 clubs offer its arguments (Belgium: 30-years-jubilee, the Czech republic: 60 years). Karoly Kozma introduces the Hungarian club and explains the delegates the potentialities to organize the WUSB-Show in Hungary. After it the vote:

Result: Hungaries 12 votes - the Czech republic 7 votes - Belgium 6 votes. Therfore Hungary is the organizer of the WUSB-Show in the year 2002.

13. Description of the hair-type also of predecessors in the pedigrees

On proposition of the Swiss St. Bernhards-Clubs should be descripted in the genealogical trees (Pedigree) the hair-type of the parents and grand-parents, so that puppies out of mixt hairs are mated with the hair-type, to which they correspond the best. It is realized that in this point there's no call for action, because the hair-type is already descripted in the genealogical trees of the various countries.

15. Piece of information of the Italian club about the WUSB-Show 2000

and election of the judges

The WUSB 2000 in Italy takes place from the 01.06. until 04.06.2000 in Bagnara di Romagna.

Dr. Morsiani has written a detailed report over the course of the weekend, that has reached already the delegates.

Wolfgang Ketzler announces the sequenze of the events proposed by Dr. Morsiani. After it the dates of the WUSB would not take place on two consecutive days. The delegates don't agree with it. It is decided that the WUSB-events should take place like following: Friday = meetings, Saturday = WUSB-Show.
