1. Greeting
The WUSB-President Wolfgang Ketzler greets the present delegates and
opens the meeting.
2. a) Note of the delegates and members-count of the clubs
The President announces the number of the delegates and the
memberships of the single clubs as far as known. He asks the
representatives of the clubs to write down the exact membership on the
presence-list.
In the context, the delegate of the Portuguese " Club Amigos Cao Sao
Bernardo " Carlos Rodrigues introduces his club. He reads from a letter
of the president, in which the ideas and aims of the club are
introduced.
b) Judges-list:
Erika Janes asks once again to send the the names and addresses of
the judges from the single countries.
3. Minutes from Luxembourg 1997
Bram Vervoorn complains about the point 6 at) in the minutes of the
delegates-meeting 1997. After short discussion, a paragraph is
formulated new like follows: the traffic-language of the WUSB is German,
but English translations have to be made. The minutes are approved.

4. at) President's report and discussion
Wolfgang Ketzler informs the meeting about the diverse correspondence
in the last year. He asks the clubs for exchange of the club-magazines
and thanks that clubs which did sent him their magazines reguarly.
Simultaneously he complains, that his letter dated September 1997
unfortunately was not printed in the most magazines of the WUSB-members.
He thanks Jean Prim and his team for the beautiful show in Luxembourg
1997 and the achieved work. He thanks the Portuguese and Spanish club
for the translations of the standard. The date of the WUSB show 1999 in
Portugal is the 03.04. in Porto.
Furthermore, Wolfgang Ketzler reports on the still active
correspondence respecting the standard and his interpretation in America
as well as over a letter of the honorary-president of the WUSB in same
matter. He informs about the Board's meeting from the 10.04.1998. The
statutes of the WUSB were revised in this session. All objections and
suggestions, that had entered until then, have been taken with it into
account. The new version of the statutes was sent then in October 1998.
Wolfgang Ketzler emphasizes once again, that the health of our breed
is a very important issue and that must be in this context thought of
all countries also about the X-raying of the hips.
b) Treasurer's report
Roland Hans reads his cash-report. He complains, that only few
countries have communicated the address of their treasurer until now. He
needs the exact memberships, without which he can produce no bills. He
asks the delegates to support him and distributes a form with the
request to fill it. The delegates take note agreeing of the cash-report.
Irmgard Schönleber suggests to let rest the membership, if the
membership-fee was not paid for two years. As a result Roland Hans tells
that all would have paid admitteldly, he however not exactly knows,
whether the memberships are correct.
5. Discussion and passing the resolution of the new version of the
Statutes and the Show-rules
Alterations were made with following articles of the draft of the
statutes and the show-rules:
a) Statutes
Articles 1: Dr. Morsiani complains that the terms of the WUSB's name
in Italian is missing. As a result a detailed discussion began, whether
the name is necessary in different languages. Then Hans Golverdingen
applies also to cancel the title in French. The delegates agree with it.
Unanimously
Articles 13 at): It was put a proposition from Switzerland to give
two delegate-votes to each club and not each country. A intensive
discussion results from it. Wolfgang Ketzler puts the proposition to the
vote: vote-result: 13 yes, 13 no. The proposition is rejected.
Then the changes are put to the vote as formulated in the draft of
the statutes. Vote-result: 20 yes, 2 no, 4 forbearances. The alteration
of this article of the statutes is passed.
Finally the delegates take a vote on the complete changed statutes.
Vote-result: 20 yes, 2 no - The new version of the statutes is passed.
b)Show-rules
Point 4. Judging
Over the point 4 of the show rules is discussed extensively.
Following changed text is put to the vote: " It is judged in 4 rings.
Two judges per ring (all from different clubs), if the national umbrella
organization doesn't prohibit this expressly. If the organizer should
wish only one deciding judge, the first judge is that one with more
experienc in years and the second judge is regarded as assistant ".
Roland Hans does the objection that the right to have a say of the
organizing country should be bigger. Four judges should be named by the
organizing country and four in the delegates-meeting. About the
proposition of Roland Hans is voted separately: vote-result: 8 yes, 14
no. The proposition is rejected.
Then, more alterations are discussed in point 4.2. The 2nd
sentence must mean: " The remaining 7 judges are chosen on the WUSB
delegates-meeting of the previous year." 3rd und 4th sentence remains
unchanged. 5th und 6th sentence: " The proposed judges must have judged
on international shows at least twice and have to be listed on the
judges-list written down by the WUSB-Board. They should have taken part
in one WUSB-judges meeting within the last 3 years at least. 9th
sentence: " A judge should not judge in 2 consecutive years in the
WUSB."
Then the delegates take the vote on the show rules with the
alterations decided today. Vote-result: unanimously
6. Membership-applications
On following membership-applications are voted: at) Hungary b)
Scotland c) Czechien d) New Zealand.
The applications pass unanimously.
7. Last piece of information over the WUSB show 1998
Karl Otto Mastrup gives last information over the show on the coming
Sunday here in Vejen and wishes a beautiful day, much success and to the
judges a good hand.
8. at) WUSB-Show 1999 and election of the judges
Carlos da Silva gives an overview over the WUSB show 1999 in Porto in
Portugal. He informs the delegates of the new date for the show: the new
date is: 03.04.1999.

There should take place no meeting in connection with the show in
Portugal.
<Later, after expressed motion of the Portugues club, the WUSB-Board
decided to make a meeting in Porto.>
The St. Bernards-Club asks for assignement of the WUSB-Schau 2001 to
Germany in the context with his 110-years-celebration. He asks
furthermore about making an exception in the show rules so that he may
select 3 of the 7 foreign judges. The majority of the meeting agrees to
this proposition.
9. Miscellaneous

With that, the president Wolfgang Ketzler closes the
delegates-meeting, wishes the judges a good course of the meeting on the
next day and a beautiful stay in Denmark.

The WUSB-President, Mister Wolfgang Ketzler, greets the present
judges and guests, wishes all an interesting day and above all, that the
success expected by this meeting appears.
The President of the Danish club, Mister Eric Andersen, called a
cordially welcome and wishes a good course of the meeting and a
beautiful stay in Vejen. Then, he hands over the chair of the meeting to
Carl Otto Mastrup and Per Bay.
First, the introduction of the new judges take place. The judges
introduce themselves and give a short view over their development.
Then, Wolfgang Ketzler reports on the delegate-meeting respecting the
show rules. The vote had following result: the judges for the WUSB shows
are chosen in the delegates-meeting. They must have judged twice
internationally in order to become active as judges and must written
down on the judges-list of the WUSB.
The next WUSB-Show takes place in Porto/Portugal at the 03.04.1999.
For this show, the following judges have been chosen by the

Since Kim Nielsen is not available in April 1999, B. Nogsilia moves
up.
Carl Otto Mastrup expounds the present the intended events of the
day: first there will be hold a lecture by Per Bay, then the
group-discussion takes place. He hopes that by it can be achieved an
approach of the judges and a standardization respecting the standard.
Per Bay explains the statics of the Saint Bernard. He shows very
detailed how the ideal-dimensions should be and discusses extensively
the single points. As basis drawings from Dr. A. Morsiani help which are
made clear by a projector for all present. It is a very well prepared
and instructive lecture, that deals with all details of the dog.
Afterwards, Per Bay distributes a leaflet provided with drawings, in
that all points are shown once more.
Wolfgang Ketzler thanks Per Bay for his outstanding work.
After it some dogs are showed. The single dogs are talked about and
the judges discuss about different points. Then the teamwork takes
place:
Roland Hans informs the judge-meeting, that even possible smaller
alterations or corrections could be planned in the standard. He asks the
judges to think about, what is possibly still important and could be
altered.
The present judges are split up in five groups. Each group receives a
topic as discussion-basis, in fact
1. Group: muzzle-length and deep
2. Group: head
3. Group: eyes
4. Group: size
5. Group: relationship length / height
The single groups set to work and discuss the topics.
The result of the teamworks is written on a foil and afterwards shown
to the meeting with a Overhead projector and is explained by a
participant from each group. The results resulting from it are discussed
generally.
Roland Hans asks to get the notes in order to have a basis for
possible standard-alterations. This is promised.
Reciprocal piece of information of the single clubs:
Werner Moser, stud-book-keeper in the St.,. Bernards Club, reads a
drawing up over the goals of the breeding-valuation (Zuchtwertschätzung)
and its effect on the breeding. Peter Brieskorn explains with foils the
genetic backgrounds. He explains the probalities, that can be a result
of different matings.
Werner Moser gives a view over the practical use of the breeding-valuation
respecting the HD in the StBK. He shows different statistics, like the
results look in the StBK. As next step, the expansion of the breeding-valuation
is intended to the eyes and the tighteness.
Peter Brieskorn, animal-welfarist of the StBK, reports on the
animal-protection in Europe and the effects interconnected with it on
the breeding of our dogs. Werner Moser introduces the literature
respecting the breeding-valuation, that can be got over Mister Prof.
Boing of the university Gießen.
Wolfgang Ketzler asks, whether responsibles for breeding can be named
by the single clubs. The question is negated mainly.
Wolfgang Ketzler thanks all, that have actively participated. He
thanks in particular Per Bay for the very informative lecture and Werner
Moser for the information over the breeding-valuation.
He closes the meeting and wishes all another beautiful stay in Vejen
and the judges a happy hand for their activities on the next day.
